The research proposal structure:
topic/problematique, a systematic literature review leading to a research problem, leading to one research question, structure with methodology (not only methods!!!) structure: for each chapter/section one paragraphs explaining what the goal of the chapter is and how the goal will be achieved
At least 15 relevant secondary academic sources need to be used in the research plan.

Also relevant:
-one of the chapters should be case study, based on Europe and the standards that council of Europe has on education (this can be related somehow to the EU commission project on European alliances which started 2 years ago)
