The Cade Funding Formula passed in 1996 is how Maryland calculates its support for aid to the community colleges, which by 2012 was supposed to be at 29%. The Cade Formula created a plan of annual increases for aid to community colleges based on a percent of state support for selected 4-year colleges. In 2013 it was 19.7%, today, it is 23%, with a goal of reaching 29% by 2023.
The governors budget will give your college almost $2 M more in state support, but with all the challenges with COVID19, more is needed. So we are happy about that, and he has funded the 1% increase that the next iteration of the current version of the CADE formula would warrant. What we truly wish, however, is that he would accelerate the formula to its full measure of 29%, now not slated to occur until 2023. The 16 MD community colleges that serve 450,000 Marylanders a year get only 17% of the higher Ed budget. The 10 institutions of The University System, which serve about 150,000 students a year (many of whom do not live in Maryland), get 77% of Marylands higher Ed budget. Something seems wrong with this picture.
