Let’s assume that the moral responsibilities of public or nonprofit officials include:
(1) being truthful with the public and, so, in the absence of very strong moral reasons to the contrary, avoiding deceptive public communications, and
(2) supporting the policies of the agency (federal, state, local, or nonprofit) they serve, helping to gain and maintain public support for those policies.
With regard to discharging the latter responsibility, officials often engage in “spin,” playing up or favorably framing information that benefits the agency and playing down or sliding over information that is not helpful to the agency. It might even involve not disclosing information that agency leaders would rather not become public.
Please write an essay (with examples) on the challenges of balancing (1) and (2) and what is required to do so ethically–that is, consistent with public integrity.
Include consideration of when, if ever, “spin” is ethically permissible in communications with the public. (As always, please be sure that you fully address the assigned task.)
