Introduction

According to the Hong Kong Fire Services Department review 2019, the fire caused 14 people fatality and 295 persons suffered from different injuries. It is no doubt that human life is priceless, and we are not willing to see anyone to lose their life from the fire incident or other calamity.

To prevent the tragedy similar to the fire incident occurred on Canton Road in Yau Ma Tei dated 20.11.2020 which claimed 8 lives and injured 10 persons, fire investigation could take an important role to find out the course of fire, to prevent the similar case to happen in the future.

Background to the Project

The Hong Kong Fire Services Department (FSD) is the authority responsible for fire investigation in Hong Kong. Apart from that, the Government Laboratory would assist FSD if necessary. Some Fire Officers from HKFSD have to undergo professional training for fire investigation in America to become the Certified Fire Investigator. Those Investigators would be tasked with conducting fire investigation for major fire incident and identifying the course of fire and complying a detailed fire investigation report.

Aims and Broad Objectives

1. To study the basic elements for a common fire incident, for example, the point of origin, source of ignition, fire patterns, fire spread, and other fire science matters.
2. To study human habits and behaviours related to fire.
3. To identify and determine the causes of fire from the case studies by a systematic approach.
4. To discuss and recommend an improvement to the existing approach of fire investigation.

Methods to be Adopted
1. NFPA 921
2. Case Study of Hong Kong & foreign countries
3. Systematic approach
4. Survey
5. Face to face interview
