The purpose of this paper is to better understand failed states (also called fragile or collapsed states) and explore the causes of state failure. A failed state is a country whose government is not able to provide public services to the population – security, law, property rights, banks, schools, education, and public health. Failed states are characterized by chronic violence, massive corruption, deteriorating infrastructure, and predatory ruling regimes. Finally, individual rights and liberties are limited.
