This topic begins the second component of the course – administrative law. What is administrative law? What does it mean? Is the body of law known as administrative law concerned with the process or the content?

2.Development of Administrative Law
The required readings provide an overview of statutes that form the constitutional scheme of administrative law. HINT: Read retrofitting article and view ppt slides. What statutes have been passed over the years to shape administrative law? Identify key statutes and provide a brief synopsis. In your opinion, which statute is the most utilized by the general public? Have you ever used any of these statutes? Have you ever made a request for government data, reports, or documents?
3.Administrative Law in Maryland. Most states have adopted versions of the Administrative Procedure Act, Freedom of Information Act, Government in the Sunshine Act, etc. What statues has the state of Maryland adopted? You will need to do a search on the web (yahoo, google, or another search engine to answer this question). What are the requirements for FOIA, sunshine and the APA in Maryland or the state you currently reside in?

Congress: Keystone of the Washington Establishment (New Haven: Yale University Press) – This is a good book to read if you are interested in why Congress delegates some of its power to executive agencies. As pointed out in the reading one reason Congress delegates is because it is politically advantageous. Fiorina argues that Congress intentionally writes vague laws and policies to avoid being accountable to constituents. If constituents (citizens and special interest groups) complain about the implementation of a policy or the creation of an unfavorable rule, members of Congress can blame the large bureaucracy, which is faceless and nameless.
