Here are some general guidelines for the paper. It should have:

1. An introductory paragraph (with only 10 pages double-spaced, you don’t have space for more) with your thesis at the end.
2. A clear, convincing, supportable thesis explaining why you think turnout is declining. This thesis should be grounded in class readings and discussions, as well as current events.
3. Two to three supporting reasons explaining your reasons why your thesis is correct. Spend several paragraphs on each reason. Bring in facts, statistics, class readings, and anything else we’ve covered that helps your argument.
4. A rebuttal section explaining why someone might disagree with you, or why your thesis might not be convincing. Then argue why that other perspective is wrong, and your thesis is actually correct.
5. A conclusion.
6. A bibliography.

Some tips:
* You are making an argument! Be convincing!
* Remember to use correct grammar.
* Be clear, simple, and concise. Long, windy sentences that are trying to sound smart and use big words do not get you points.
* Always back up everything you say.
* Cite carefully and correctly, and never plagiarize!
