On page 168 (in the first two sentences of the first full paragraph) Foucault closes the chapter by stating that while War is often recognized as a “continuation of politics” it is equally true that politics is a continuation of War. He asserts that the primary goal of government is to maintain internal peace and that it has increasingly come to rely on disciplinary techniques of power to achieve this.
