English Language Learning Program Proposal for the Public Library

Paper Summary:

According to a new report titled “An Equity Profile of Pinellas County,” people of color in Pinellas County will become the majority after 2050 (Huag, 2019, p. 13). However, Black and Hispanic residents still lag in income, education, and other quality of life measures (Huang, 2019, p. 20). For this reason, we want to propose a robust English Language Learning program that will improve our Spanish-speaking patrons’ lives through education. To make this happen, we will use a management/panning process that identifies and communicates the value of an English Language Learning program to the Library Board. This value can be personal and/or economic. To identify the nature of the benefit, we can use the “matrix of economic benefits” (Matthews, 2013, p. 162). Matthews (2013) explains that for this action to be successful, the library will have to “try to identify the direct and indirect benefits for a group of library customers” (p. 174). The goal is to provide educational support to minority groups in our community by encouraging English learners to come to the library and meet with a volunteer English tutor.

3. Write an 8-10 page proposal in response to this invitation. This proposal should include the following sections:

Problem/Challenge statement. What issue do you seek to address with your proposed project? What is the current status of the issue in your community? How do you know that there is a need for your proposed project? You will need to use persuasive language and statistics here. Feel free to use your local public library data (About 2 pages). Be sure to cite these data sources correctly (APA-7 style).

Background about this issue. Here you will summarize some relevant research on your issue. For example, for an increased need for English as a Second Language (ESL) programming in your community, what are some best practices to follow? How are other libraries addressing the need for additional ESL programming? You will need to do some research, both in your assigned readings as well as in the LIS databases. (About 2 pages).

Description of your proposed solution to the problem. Here, you write your idea for action. What are you proposing to do? Your Board of Trustees is likely to only need/want an outline of steps in which you propose to engage. They will not want more than 3 pages or so of detail. So be substantive but concise. Make those 3 or so pages count.

Conclusion. What do you hope to see once you enact your program? How will you know if you are successful? How will you maintain your success? This section will include details on how you will assess your program, tweak it if necessary, and maintain it. (2-3 pages).

Your proposal is to be a narrative, written document. It is not to be the text for an oral presentation. It is meant to be read, not spoken aloud.

This paper is not to be about you. Do not write about what you think or feel. You need to support your assertions and arguments in the paper with citations and/or data. It should be written in third person (do not use the first-person pronoun I).

You should have approximately two citations per page (at least). These citations must be cited correctly in APA-7 style, and you must have a properly-formatted Reference section.
