Thesis/Argument should be around: Intergovernmental collaborative management and communication including agreements between U.S. Navy and the neighboring cities/municipalities and how they are beneficial and negative, and have become more controversial. Paper needs to look into how collaborative government administration and communication of operations on a U.S. Navy bases are to outside governments cities, counties, and municipalities that are outside the perimeter fence. How problems are created by limiting communication with neighboring community leadership. Then provide solutions for navy administration and city/county/municipal governments can improve inter-government agency administration, work, collaboration and communication with each other government politician, leaders, and administrators.
