Analyze the role of the profession of nursing in your topic, include the professional nursing literature.

1. Problem identification and Background: introduce your topic and proposed or recent legislative act and explain the underlying problem/issue (causes, current and future effects on the community, how the problem moved to the legislative agenda) and explain the problem in context with specifics on social, economic, ethical, legal and political factors. Be sure to identify your program of study in this section and present your position on the issue from that perspective. 1 page.

2. Stakeholders: discusses parties having a stake in the outcome of the policy debate, who has proposals/a position related to the issue, who would be affected by the policy, specifically who are the special interest groups lobbying for and against the bill. 1 page.

3. Issue Statement with Policy Objectives and Goals: Includes a clear statement that summarizes the underlying problem and conflicting values based on the above information. Using evidenced based research take a position of either support or opposition to the proposed legislative action 1 page.

4. Policy options and Evaluation Criteria: Analyze the role of the profession of nursing in your topic, include the professional nursing literature. Briefly discuss 2-3 of the most relevant/realistic alternative proposals, or a new one using your literature review and in consideration of the above policy objectives/goals (consider necessary resources, program objectives and criteria, examine whether if X (the piece of legislation is passed, held for further discussion, or defeated) is done Y will result, consider the do nothing option). Discuss the role of nursing is in relationship to the topic and include professional nursing literature. Discuss the potential for achievement of the policy goals: quality, access to care, fairness, cost, administrative feasibility, political feasibility, and any other issues that might stand in the way of success. Explain your choice and defend your position with evidence based research.
