Illustrate your point, what are some pros and cons of performance-based budgeting?

Topic: Performance budgeting has become increasingly important in government. Using a specific policy/program area to illustrate your point, what are some pros and cons of performance-based budgeting? Should performance budgeting remain an important aspect of managing public programs?

Your response should be written using Times-New Roman 12 pt. font with standard 1-inch margins. The paper should include a title page, and any references used should be detailed using a separate reference page. Your Title and Reference pages are not included in overall page length. An abstract page not required.

There are no right or wrong answers, rather I will be looking for how well you support your argument. The material for the paper should come from the assigned readings, class discussions and outside research. The four bolded sections below are required.

Introduction

This section is where you will lay out for the reader your question at issue you intend to address, present your thesis statement (recommended answer to the question or solution to the problem), and communicate the main points you will be presenting in the body of the paper.

Body of the Paper

Here you will present an argument in support of your thesis statement. Your argument should be based on facts and logic, and should support your thesis statement. The body of your essay should be a minimum of three (3) paragraphs.

Conclusion

This section should simply summarize the question at issue, thesis statement and main points. I should have a clear sense of the logic of your paper.

References

Any references used in your essay should be cited according to either the Chicago Manual Style (16th ed.) or the American Psychology Association (APA) (6th ed.) style in author-date format with a separate reference sheet attached to your essay.

A minimum of three references from outside research must be provided. A minimum of two (2) of your references must come from a news article, journal article, book, or other publication (not simply a website).
