Water Policies in Alabama

For my briefing paper, I would like to focus on state water quality policy. More specifically, comparing the policies in Alabama to other states, and the history of how it started and has evolved. This past summer I visited quite a few different states parks in Illinois, Indiana, Ohio, Michigan, and New York. At Dillon State Park in Ohio, there was a lake for swimming that was obviously filled with dangerous bacteria based on the coloring. Although there were signs up warning people of possibly E. coli from the water, people were still allowed to swim at their own discretion. I want the paper to demonstrate research what guidelines are set in place for things like this. Look into policies around Black Warrior River in Tuscaloosa, AL. I had to do an annotated bibliography, and I would like to share that with you as well as my professors comments in order for you to really hone in on what she is looking for in my paper.
