Review the literature and, as you do so, make sure you cover the key arguments surrounding the issue. Draw your points from the scholarly literature dealing with past federal administrations as well as contemporary writings in current affairs. Then conclude with a section summarizing the literature you have reviewed that also develops your own argument for what you consider to be the best policy response you have reviewed and why. Include up-to-date statistics and other evidence you find in primary government (and other) sources to support your argument and ground your policy modifications.
