Draw your points from the scholarly literature dealing with past federal administrations as well as contemporary writings in current affairs. Then conclude with a section summarizing the literature you have reviewed that also develops your own argument for what you consider to be the best policy response you have reviewed and why. Include up-to-date statistics and other evidence you find in primary government (and other) sources to support your argument and ground your policy modifications.
