The memo MUST include four parts
Purpose, Problem, Discussion, Recommendation

The Recommendation section should state and briefly support your recommended strategies for addressing the problem(s) in the short and long term and preventing their recurrence, and briefly detail how they might be implemented, anticipating your supervisors possible concerns.
