The Ethics of Disclosure by Public Officials

Topic: First, read the article by Elizabeth Dwoskin, “Google Reaped Millions in Tax Breaks as It Secretly Expanded Its Real Estate Footprint Across the U.S.,” Washington Post, 2/15/19 (Bird Library online databases).

Imagine that you are one of a small group of officials in a mid-sized city where Google wishes to build a new data center. In return for locating the facility in your city, Google makes the same demands on you that it made on officials in Midlothian, Tex., when it sought to build a data center there, including ample tax breaks and a non-disclosure agreement that prevents you and other officials from revealing Google’s identity until well after the deal is completed and which prohibits the city from ever revealing information about the center’s use of local resources such as energy and water. Your paper should address both of these questions:

(1) What considerations should your team take into account in deciding whether or not you would be morally justified in agreeing to Google’s terms?

(2) Under what circumstances (if any) would your team be morally justified in accepting those terms on behalf of your city?
