We see how organized actors empower and enrich themselves, sometimes to the benefit of the public, and sometimes to its detriment. Some observers think the problems we face in the United States are largely due to corruption, mismanagement, and complacency by elected officials who dont represent public interests. Others blame our misfortunes on an inattentive, uninformed, and prejudiced public who dont agree enough on anything to give their representatives something to work with. Still, others point to organized interests such as corporations, lobbyists, and pressure groups as subverting the norms of democracy and enticing elected officials to act in their best interests rather than the public. Finally, one may argue that our troubles arise primarily from the system itself and that without changing the rules and structure of Congress, elections, and more, we are doomed to struggle regardless of what these other actors do.
