FACTS:
As a mid-career health policy administrator, you have recently been hired as the Health Policy Coordinator for the Bayou Region of Louisiana.
The Bayou Region of Louisiana (BR) contains some 12,600 square miles with a population of just265,000 residents. The institutional health care system contains one regional medical center, 5 small community hospitals, a regional health center, and a contracted behavioral health provider group. There are physician medical clinics in 14 towns, but most of the BR is remote, composed of small villages, semi-swamp, or reservation land for several indigenous groups. (You do not manage this health system, but these are the regional facilities in the area).
In the BR, 100% of the population would be considered rural by Federal standards, and only 23 % live in towns of 20,000 or more. 73% of residents come from families with at least one full-time worker. In the BR, the residents who do not live in towns tend to be more seasonally employed, in part-time work, or self-employed, with a low likelihood of employer provided insurance. Historically, of the uninsured who are poor, half (50%) of those are from families with full-time workers. One-fourth of the uninsured are between the ages of 45 and 64, and 26% report being in fair or poor health.
In addition, recent surveys of the behavioral health system, clinics, and tribal health center report significant rates of depression, post-traumatic stress disorder, schizophrenia and substance abuse / dependence among BR residents. There is concern that these problems are related to high rates of suicide and domestic violence.
Finally, other reports from social service agencies report that there is a significant population in the BR that is effectively homeless, living seasonally (or sometimes year-round) in campers, tents, or out of automobiles, moving between campgrounds or camping areas in the state park grounds. This population includes families with children in some cases.
The Director of the Louisiana State Health Department has requested that you prepare a policy briefing discussing the delivery of Health Care Services to the BR residents. The paper should accomplish the following:
1. Discuss the problem of underserved populations and subgroups, includingcharacteristics of those groups and barriers to delivery.
2. Examine the structure of the delivery system and how this helps or hindershealth delivery.
3. Discuss the impact of ACA.
4. Make clear recommendations as appropriate for meeting the health delivery challenges of the BR.

Designing a Qualitative Study and Approach
The foundation of every successful doctoral study is a well-formulated business problem statement. You have likely already identified a business topic about which you are passionate, but is it a business problem that you can actually investigate? For example, does the business problem statement have a limited enough scope, and does enough research exist to support your inquiry? Critically thinking about factors such as these is necessary for constructing a pragmatic research question and a focused and promising doctoral research study.

This week, you will focus on developing your business problem statement for your own study, concentrating on its scope and on the potential resources and research methods that you can apply to it. Be sure to follow the criteria in the Walden doc study rubric. Work with your colleagues and Instructor to determine your statement’s feasibility and appropriateness as it relates to your doctoral study. You will use their feedback to hone and refine your business problem statement.

The senior manager says you must give the memo to Wayne Nesbitt at the beginning of your regular meeting time on Thursday, March 19, 2015. Here is the e-mail:

Dear Matt:

(It is September 2014 and) MTL Inc. is considering the disposal of two assets. We would like to get a better understanding of the tax consequences of these proposed transactions.

The first asset is land we acquired in 2010 for $340,000. We do not think the land is going to continue to appreciate, so we want to get rid of it. We have two options with respect to the land. First, we have identified a buyer who is willing to purchase the land for $400,000. Second, we have identified another party willing to exchange land with us.

The second asset is stock we purchased in April of this year for $210,000 but that has not been performing well in the market. We can sell the stock for its current fair market value of $150,000. Our CFO has asked me to look into identifying another party to exchange stock with, but I’m not sure that makes sense.

As always, the CFO wants us to defer income and accelerate deductions whenever possible. I’m not sure if we are going to sell any other assets during the year. We expect to have another very profitable year. Let me know your thoughts on the above.
