Global Investment: Private University Endowment Fund Allocation Strategy

You are the Chief Investment Officer (CIO) of the $1.8 billion Private University Endowment Fund. The endowment board of trustee has decided to take a global approach and expanding asset classes to manage assets. The previous structure of an all U.S. exposure of 60% equities (large and small cap) and 40% fixed income has failed to return the 6.5% needed meet the spending requirements of the University. In 2013 the Fund returned 5.4% with a standard deviation risk measure of 8.9%.
In response the Fund’s Investment Committee revised the Endowment’s investment policy structure to include a wider range of investment options. The goal of the amended policy is to generate a real return of 8.7% (fund spending policy of 6.5% plus a 2.2% for inflation). The committee has developed the following investment policy constraints you will need to follow when creating your overall asset allocation strategy and hiring investment managers. The Efficient Frontier Optimization Spreadsheet will be used for this project.

Investment Policy Constraints for this exercise:
• The risk as measured by standard deviation must be between 10% and 18%.
• The overall asset allocation MAXIMUM EXPOSURE to the US is 40%, or $720 million.

The policy allows for asset allocation target range (constraints) for investments as follows:
Minimum – Maximum Allocations
• Equities
25% – 65% (including sector, country funds, active, index investments)
• Fixed Income
15% – 30% (including corporate, sovereign, US treasuries, high yield max. allocation is 5%.
• Commodities
25% – 45% (including global commodities, hedge fund, private equity, REITS)

THE ASSIGNMENT
The Chair of the board of trustees has charged you with the task of devising a new asset allocation strategy following the constraints outlined above. Applying the concepts from class, and using the Efficient Frontier Optimization Spreadsheet on blackboard as your guide when making allocation decisions. Prepare an 8 – 10 page, double spaced written analysis to arrive at your recommendation. You should determine an optimal portfolio (asset mix) in an effort to meet the return and risk expectations of the plan employing the guidelines as established by the board of trustees. Graphics and charts can be included in the analysis provided they are not greater than 30% of the overall analysis.

You will be the CIO so investment selections MUST NOT include individual securities but use exchange traded funds ETFs, mutual funds, open or closed MF, master limited partnerships MLPs, or commingled instruments as investments. You will have complete flexibility with choosing the individual investment instruments, and can include an options strategy, and currency direct investment or hedging strategy. As discussed in class all investments must use a 3 or 5 year risk/return analysis to better reflect the risk return exposure of the asset class and the constraints outlined above must be followed, (refer to spreadsheet for some ideas). You can include index vs active strategies for the individual asset classes. The MINIMUM number of investments (ETF’s, MLP’s, MF’s and/or commingled funds) will be 15. values are derived. The project will be exploring the relationship between economic theory and

Scenario
A client of your consultancy firm is the University of Greenwich which has recently spent
heavily on developing a new building at Stockwell Street in the centre of Greenwich. In order
to offset some of the costs, the University is intending to sell a piece of land outlined on the
attached plans. The land is on the Southwood site at the University’s Avery Hill Campus. The
University has made enquiries with the Royal Borough of Greenwich and the latter has
agreed in principle that the site could be developed for housing. The University is now
seeking your advice on what the land would be worth if sold to a housing developer and you
have agreed to provide that advice in the form of a short report.

Method
This is an individual assignment requiring the production of a report of no longer than 1,000

An essay is a series of paragraphs that relate to a specific topic. In this class, the student is asked to write an explanatory or expositional essay, that is, the purpose of the exercise is to explain a topic. The traditional or standard explanatory or expositional essay is usually comprised of five or more paragraphs: one introductory paragraph, three or more paragraphs that explain, expand, and substantiate the essay’s topic, and a final one or two paragraphs of conclusions. More often than not, the student will have to write more than just five paragraphs to complete this assignment.
The Paragraph
This is an area in which students have the most problems. A paragraph is a
series of sentences that relate to a single thought. It consists of a topic sentence, supporting sentence(s), and a concluding/transition sentence—in essay writing there should almost never be a one sentence paragraph! The key is that all of the information in the paragraph is coherent and unified; a paragraph shouldn’t be a garbage can into which every idea is thrown. The focus should be on the first or topic sentence. All the sentences in a paragraph after the first one should directly relate to the first sentence, because they should contain information that expands or explains the generalizations made in the first sentence. If they do not, then a new paragraph needs to be started. As for the last sentence of a paragraph, it should often summarize the topic of the paragraph and provide a transition to the next paragraph. The student should stick to this format; if too many sentences are used, there is a tendency for the paragraph to become awkward or confused; the best idea would be to start a new paragraph.
Sentences
There are several pitfalls to avoid in writing sentences. One is that a
sentence needs to have a subject or a verb; incomplete sentences constitute a serious mistake for a college-level student because they should NOT occur at this level. A second pitfall is that a sentence may be overly long; this can be corrected by breaking the sentence up and making it flow better. A third problem is unneeded words; the sentences should be clear, concise, and simple (i.e., not convoluted). The aim is to explain the topic so that it can be understood. A fourth problem is repetition – don’t fall in love with the same subject over and over again.
Spelling
Possibly the biggest mistake students exhibit in spelling is using the

apostrophe to try to make a singular into a plural. Correctly, the apostrophe indicates one of two things: a possessive (e.g., the book’s cover), or the absence of a letter or letters (e.g., can’t instead of cannot). A very common mistake in historical writing is using the apostrophe with regard to a decade (the correct form is the 1990s, not the 1990’s).
Punctuation
The colon [:] is usually followed by a series of items: names, places,
people. The semi-colon [;] is used to indicate a compound sentence; this is an example of the correct usage of a semi-colon. Another problem to deal with is long quotes: (a) if a quote is longer than three lines, then it should be indented on both sides (usually five spaces, but ten is fine) and single-spaced to highlight the quote, and quotation marks are not used; or, (b) if it is less than three lines, then quotation marks are sufficient.
Footnotes
Footnotes give students the most problem. The question to ask is this: can
this piece of information or quote be found anywhere else? If it is unique to that source only, then footnote it. If it is something that could be found in an encyclopedia, do not footnote it.
Finally, no one is a perfect writer. Most professional writers revise their works several times. When the student submits an essay, the work should represent the best piece of writing the student is capable of doing.
