paper, you must make reference to at least five peer-reviewed, scholarly publications (articles
or books) and/or government documents.
Things to consider when conducting your research and drafting your essay:
describe the issue clearly: what is at stake?
who are the stakeholders and what are their positions on the issue?
what criteria should everyone use to make a good decision?
support all of your statements with evidence and/or references
You must conclude with a clear position on the issue. You may agree with one stakeholder.
